龍（玉木宏さん）は美久（川口春奈さん）から、スイーツカフェのチェーン店・ちぇりーぱふぇぱふぇが近所に新しくできると聞くんです。美久の話によると、おいしいスイーツがあるらしく、行きたくなる龍です。
ちぇりーぱふぇぱふぇが開店して以来、ゆかり（玉城ティナさん）が勤める喫茶店や火竜町商店街の店には客が来なくなってしまったんです。
ちぇりーぱふぇぱふぇは、あちこちに出店して地元の店を潰してしまうため“スイーツギャング”と恐れられていました。そのことを知った雅（志尊淳さん）は、ちぇりーぱふぇぱふぇと話を付けてくると意気込みます。
雅は、ちぇりーぱふぇぱふぇのオーナー・リサに会いに行きます。しかし、リサに理路整然とまくしたてられ、雅は圧倒されるばかりです。

龍は雅に、一緒にスイーツギャングと闘ってほしいと頼まれる。そんな中、雲雀（稲森いずみさん）が、大変なことが起こっていると龍と雅に伝えるんです。
店員を引き連れたリサが、スーパーで酒やつまみを大量に買い込みながら、ヤクザと組んで賄賂をばらまいて火竜町を乗っ取る企みを話していたというんです。
龍は、火竜町を守るために一肌脱ぐと宣言します。
龍は、ちぇりーぱふぇぱふぇに対抗できるおいしいスイーツを作ろうと考えます。そんな龍に田中（MEGUMIさん）が「自分の店を持ってみない？」と持ち掛ける。
田中は、地域を取り仕切る影の顔役たちによる組織・八竜会を紹介すると言う。

八竜会は８つの町の婦人会会長で構成され、多くの主婦たちを動員できる力を持っていた。
八竜会に、にらまれれば存在自体を消されてしまうと、江口（竹中直人さん）も恐れるほどだった。
龍は、八竜会の定例会議に向かった。八竜会の会長は、金竜町婦人会会長で“甘味王”とあだ名される福田という人物です。龍は、福田をはじめとした八竜会の最強主婦たちと対面し、協力を申し入れるが…。
